Dear Parents and Community Members,

The fifth annual State of the District Report was presented to the PUSD Board of Education on April 10.  I would like to share with you a portion of my message that is in the report and encourage you to look for the report on the PUSD web page.

The State of the District Report charts the progress of our students and the school district toward meeting the district and state goals and standards.

The foundation for the report began six years ago when the PUSD staff and community worked with the Board of Education to set forth a comprehensive strategic plan that focused on the work of the school district. We are committed to continuous improvement focused on increased student achievement.

The strategic plan builds on increasing literacy skills in reading, writing, and mathematics.  We have raised the academic bar for all graduates because we believe graduates will need to pursue college or other postsecondary training to remain competitive in a global economy. 

As a result of the district’s consistent focus, we have realized significant growth over the past five years.

Ø      Since 2002 the district’s overall Academic Performance Index (API) has grown from 818 to 858. 

Ø      The State of California has set an API target of 800 or better; currently, only 30% of schools in the state are above 800.  In contrast, 94% of PUSD schools are above 800 this year. 

Ø      The new high-stakes graduation test, the California High School Exit Exam (CAHSEE), took effect for the class of 2006.  Only five students in Poway Unified who were on track to graduate did not pass the final test.  Our pass rate was 99.97%.

Ø      The percentage of students taking one or more advanced placement classes during their high school career has risen from 29% in 2002 to 49% in 2006. 

The State of the District Report further refines the data by subgroup performance and looks at a host of other measures.  This data is tracked over time as one part of our accountability and improvement system.

I encourage you to look at the 2006-2007 State of the District Report online at http://www.powayusd.com/news/state-district-06-07/ for a grade-by-grade, school-by-school, and district wide review of student performance and college readiness on multiple measures. The report also contains information about attendance and growth patterns, financial summaries, building projects and construction timelines, employees of the year, student recognition, and major accomplishments for 2006.

The Board set forward in 2002 a bold plan to build four additional elementary schools, one middle school, and one high school by the 2009-2010 school year to accommodate the build-out in the northwest quadrant of our school district.  Voters passed Proposition U in November of 2002 to support the comprehensive renovation and expansion of 24 schools in the School Facilities Improvement District.  In addition to $198 million from Proposition U, the District has secured $68 million from state funding and an additional $90 million from a variety of local funding sources.  The program has been very successful in meeting the original objectives of modernizing and expanding our oldest facilities first and providing top-flight high school facilities across the District.  While we will not be able to complete all projects set out in the program due to unprecedented levels of inflation, the program will provide first-rate educational facilities for many years to come.

Finally, I wish to thank you for your ongoing involvement and support.  We know that the power of our partnership with our parents and community serves as the bedrock of our success in making Poway Unified one of the finest school districts.  We look forward to working together to continue to move our district forward for the benefit of all of our students.

STUDENT RECOGNITION

These are examples of the fine accomplishments occurring at our schools every day.

·         The following 25 Poway Unified School District high school seniors are National Merit Scholarship finalists.  These students are judged on college entrance exam scores, academic records, evidence of leadership, essays, and recommendations.  Nearly one million entrants from more than 20,000 high schools in the United States entered the 2006-2007 National Merit Program by taking the 2005 PSAT National Merit Scholarship Qualifying Test in their junior year, which served as an initial screening of program entrants.

·         Mt. Carmel High School senior Karen A. Hsu, Poway High School senior Emily L. Hulme, and Westview High School senior Linda Ge have been named as candidates in the 2007 Presidential Scholars Program.  The 2,600 candidates were selected from nearly 2.8 million students expected to graduate from U.S. high schools in the year 2007.  Inclusion in the Presidential Scholars Program, now in its 43rd year, is one of the highest honors bestowed upon graduating high school seniors.  Scholars are selected on the basis of superior academic and artistic achievements, leadership qualities, strong character, and involvement in community and school activities.

·         Poway High School students participated in the Region 6 VICA (Vocational Industrial Clubs of    America) Skills USA competition receiving 21 gold medals.  These students will be going on to the California State Skills USA Competition to be held at the Riverside Convention Center April 19-22.  Erin Canning and Ken Faverty are the advisors for Chapter 619 Skills USA at Poway High School.

·         Adobe Bluffs Elementary School second grade students Kian Faizi, David Mao, and Cameryn Cousar are being recognized by Toshiba Corporation/NSTA for their project entitled, “Polymer Activated Life Saving System (PALSS), the Next Generation of Fire Fighting.”  This project is one of 24 regional projects to advance to the national level for the next round of competition.  The students’ second grade teacher is Stacey Lamb.

·         Poway High School Robotics Team #1622 won third place overall in the Northrop Grumman VexBot Competition.  Participating students were: Matt Howard (senior), Matt Miller (freshman), Nick Stark (junior), and Kyle Zampell (junior).  The students were competing side-by-side against professionals in this competition.  Their instructor is Rodger Dohm.

·         The following students participated in the San Diego State University Black History Month Essay Contest on February 17 and won top honors: First Place, Jessica Hong (sixth grade), Second Place, Gianna Christie (sixth grade), and Third Place, Pearl Beavers (sixth grade), all from Meadowbrook Middle School.  In addition to these three, other finalists selected to read their essays at the Gospel Fest were: Michelle Niu, Mark Pareja, Joshua Shin, who are sixth graders from Meadowbrook Middle School, and Nolan Nahar, seventh grader from Oak Valley Middle School.  Mrs. Elaine Bailey’s sixth grade class at Meadowbrook Middle School sent in the most essays, a total of 52.

·         Members of the Southern California School Band and Orchestra Association’s All-Southern California High School Honor Band include Mt. ·         Ben Blaustein, Westview High School sophomore, was awarded First Place in the North County Rotary Chapter’s Four-way Speech Contest.

·         Black Mountain Middle School students Mariel Garcia Chamier, seventh grade, and Nora Pantfoerder, sixth grade, were selected as “YMCA Students of Good Character” for winning the YMCA Essay Poster Contest hosted by SDG&E and the YMCA of San Diego County.  The students were selected because of their ability to demonstrate an understanding of the YMCA core values: caring, honesty, respect, and responsibility.  

•     Mt. Carmel High School students Sam Bratt (sophomore), Jeff Guthrie (senior), Katie Hairfield (senior), Rishy Kashyap (junior), Bridget Plowman (freshman), Brooke Plowman (senior), Andrea "Lulu" Santos (senior), Matt Sessions (senior), Marina Sturney (freshman), and John Wheeler (senior) competed and won the National High School Performing Arts Competition in New York City on February 24 with a 20-minute performance of "The Complete History of America... abridged."  Diane Jones is the drama advisor.

·         Danielle Sheikholeslami, Tammy Allen, and Sophia Sun, Oak Valley Middle School sixth graders, placed first in the San Diego Flute Guild's Duet and Ensemble Competition on February 11.  Third Place was awarded to Breana Sheffield (sixth grade) and Skyler MacKinnon (fifth grade), also from Oak Valley Middle School.  Their advisor is Liliana Lazzari.

·         Turtleback Elementary School students participated in the Destination Imagination State Tournament in Sacramento on March 31.  Fourth grade students Adam Bilmes, Kiyo Hachisuka, Parker Lappin, and Richard Zhang placed second in California. Their challenge, Switching Traditions, required them to learn about traditions in six countries and incorporate them into a skit. The team will represent California at the Global Finals on May 23 with the other winning teams from the United States and countries around the world.

·         Kaylan Lamb and Kasey Sanseverino, sixth graders at Black Mountain Middle School were nominated by their teacher, Amy Huff, and accepted into the People to People World Leadership Forum (while attending fifth grade at Adobe Bluffs Elementary School).  These girls will join a select group of students in Washington, D.C., April 9-15, 2007, to earn high school credit while studying leadership and exploring some of the United States' most prominent monuments and institutions.

·         Kayla Ross, senior, Rancho Bernardo High School, was crowned Miss Rancho Bernardo in the Miss Rancho Bernardo Pageant held March 18, 2007.

·         Brianna Slatnick, junior, Rancho Bernardo High School, was crowned Miss Rancho Bernardo Teen in the Miss Rancho Bernardo Pageant held March 18, 2007.

·         The All-Academic Teams and listings of athletes published by the San Diego Union Tribune honors juniors and seniors who participated in a California Interscholastic Federation-approved varsity sport and maintained a cumulative grade-point average of 3.0 or better.

STAFF RECOGNITION

  • Poway Unified School District received recognition for three administrative staff members this year from the Association of California School Administrators (ACSA) Region 18.  This is the largest number of recognitions the District has received in a single year.  They will be honored at the annual ACSA Region 18 San Diego County School Boards Association “Honoring Our Own” awards dinner on May 2, 2007.

DISTRICT RECOGNITION

  • Abraxas High School has been selected by the California Department of Education (CDE) as a 2007 California Model Continuation High School. The award will be presented to Abraxas at the annual California Continuation High School Conference in Sacramento on April 28, 2007.

  • Adobe Bluffs Elementary School was awarded two grants, including a Ninth District PTA grant for $250 to support a Parent Education Seminar “Homework Strategies for Parents” and another for $400 from the California State PTA for supporting healthy lifestyles. This grant recognized the Adobe Bluffs Mileage Club program.

  • Chaparral Elementary School hosted school administrators and teachers from Quebec, Canada. These administrators are visiting the United States under a Provincial Education Grant to seek instructional ideas and guidance in implementing a Character Development Program.  Chaparral was selected because it is a nationally-recognized School of Character.

  • Westview High School is being recognized by the Western Association of Schools and Colleges for earning a six-year term of accreditation by the Accrediting Commission for Schools. This action was taken after a careful study of the Visiting Committee Report, which noted many laudable aspects of the school and reflects the quality of instruction being offered at Westview High School.

  • The San Diego County Regional Science Olympiad Competition was held on February 10 at Rancho Bernardo High School.  Congratulations to the following schools who participated and won awards:

  • Arlene Gapusan’s Basic Education Class at Black Mountain Middle School won First Place among all San Diego North County schools in a “We the People” government competition on the United States constitution in January held at San Diego State University.

  • Chaparral Elementary School was honored to receive an American flag flown recently over the American Embassy in Iraq. The flag was forwarded to the school from Lt. John Sherwood, a Chaparral parent now serving in Iraq. The flag was raised during a special February 14 ceremony.

The Poway Unified School District is proud to announce that Barbara Fletcher, Westview High School; Lynne Harvey, Monterey Ridge Elementary School; and Sarah Woolley, Oak Valley Middle School, have been chosen as Poway Unified School District Teachers of the Year for 2007-2008.

Barbara Fletcher, Westview High School, High School Music Teacher and Choral Director

Concert goers experience the incredible results of students who have mastered professional performance skills, music theory, and teamwork. Behind the scenes is a master teacher whose students know if they follow Mrs. Fletcher’s uncompromising expectations of dedication, participation, and attitude they will be excellent. Hard work and commitment are the ingredients Barbara Fletcher instills in her students. Two of Barbara’s greatest accomplishments in education are building self-esteem and pride through hard work and accomplishment, and teaching students to love learning.

Barbara said, “My teaching emphasizes many motivational and inspirational strategies. In a performance-based class, knowing the material is a given. It’s the ability to move beyond the material to expressing the meaning of text and communicating the emotions involved that requires strong motivational strategies. I will try anything to encourage and inspire my students. These strategies include setting high expectations, working as a team, demanding commitment for the group, reading stories and giving inspirational speeches, modeling hard work and preparation, and demonstrating my own passion for music.”

How do you build a music program from scratch at a high school? Barbara replied that you base the program on sound legitimate choral literature, music theory, and technique and you inspire excellence. It is not just about the singing voice but all about attitude, dedication, and willingness.

“I can’t imagine a better choice to represent our school district than Barbara Fletcher,” said Westview High School Principal Dawn Kastner. “She is one of the most exceptional teachers I have ever seen. Barbara presents vocal music performances at the caliber equal to or beyond college level. She truly connects with her students. Her classes are known as ‘hard but fun’.”

Music class reaches out well beyond the final concert. Students become well versed in music theory and the history and intricacies of what is behind the most challenging classical music. They gain valuable professional performance skills and are held to the highest of standards.

Barbara recalled an email she received recently from a student who often challenged the need to follow strict standards while striving to do the very best. The student had since graduated from high school and wanted to let Barbara know the impact being in her class has had. She wrote to her former teacher that, “I really hope I can become the responsible woman that you taught me to be.”

The Westview choirs touch the community through their musical outreach. The choirs sing at retirement homes, holiday gatherings, and this Christmas they sang for the homeless at the Salvation Army. They perform at school and community events throughout the year. The choirs also travel to statewide competitions and participate in a spring tour filled with music education and team-building activities. This year, Westview choral groups performed at the Winter California Music Educators Association Conference.

Barbara has taught music and was Choral Director at Poway High School for 15 years. For the past few years she has built the music program at the school district’s newest school, Westview High. She has attended district workshops and clinics and music workshops at conferences and conventions, including American Choral Directors Association (ACDA) and California Music Educators Association conferences. At an ACDA convention, 1800 choral teachers gave the choir a standing ovation! Barbara was Poway High School’s Teacher of the Year in 1999-2000. Barbara was recently named this year’s California Music Educators Association Southern Border Section “Choral Educator of the Year”.

Barbara graduated with a Bachelor of Arts degree in Music from Augustana College in Sioux Falls, South Dakota. She received her Masters of Arts degree in Music Education from Wayne State College in Wayne, Nebraska.

Lynne Harvey, Monterey Ridge Elementary School, Fourth Grade Teacher

Lynne Harvey powerfully inspires learning. She is always looking through the lens of children’s eyes and asking, “How will it work for the kids?” Her students experience the excitement of real life adventures through a rigorous curriculum enhanced by innovative projects. At the same time, Lynne offers her teaching colleagues an opportunity to share her learnings and has worked as a mentor and teacher trainer. The school district benefits from Mrs. Harvey’s expertise on committees ranging from assessment and technology to piloting new curricular programs.

"I am thrilled to see such a wonderful and deserving teacher recognized by her peers for all that she does for her own students as well as all students,” said Rebecca Wardlow, principal of Monterey Ridge Elementary School. “Lynne graciously shares her knowledge of technology with the entire staff, works with all of the fourth grade students on the Falcon Watch Project, and is always willing to support and teach others. She is a tremendous asset to our school as well as the Poway Unified School District.”

Lynne continuously challenges herself and others as she pursues learning opportunities that demand far-reaching vision and understanding for herself, her students, and her colleagues.

The Falcon Watch Project is an example of connecting students in an innovative way. This year, Ohio’s severe winter weather has lasted into March, and for Mrs. Harvey and her colleagues’ fourth grade environmental scientists, each icy snowfall brings barriers to peregrine falcons SW (mom) and Buckeye (dad) who have successfully nested and hatched babies on the 12th floor window ledge of the Terminal Tower building in Cleveland, Ohio, every spring since 2002. In this real world, project-based learning experience, students are actively engaged in monitoring a pair of nesting peregrine falcons via a live web cam over the Internet. The project addresses all areas of the fourth grade curriculum as students collect data, conduct research, and make predictions and document findings based on observations online. High-level science fiction and non-fiction reading strategies are employed in doing research and exploring literature; purposeful writing and presentation skills are developed; math skills and geographical knowledge are embedded in students’ work. Students communicate and collaborate with a variety of people, including scientists, over the Internet as they virtually travel to Cleveland, Ohio, the nest site.

“I am as much a learner as the students in this project, and every year is different,” said Lynne. The Falcon Watch Project is the 2006 recipient of the "Inspire Award" in the San Diego County Classroom of the Future Innovation in Education Awards program. The review panel recommended Falcon Watch 2006 for this honor, stating it "best exemplified the innovation in instruction through the use of teacher learning communities and the application of new ways to enhance literacy." Lynne works with her students to help them learn goal setting and self assessment skills so they can have a better understanding of their strengths and areas of need.

Lynne taught at Rolling Hills Elementary School for 17 years in grades 2, 3, 2/3 multiage, 4, and 5 before coming to Monterey Ridge when the school opened in 2006. She is the webmaster for the Monterey Ridge website, and she serves on district and site committees for assessment. She is presently working on a pilot program for PUSD called Criterion (a web-based writing evaluation tool).

Lynne received her Bachelor of Arts degree in Criminology from Cal-State Hayward and her K-8 multi-subject teaching credential and Masters of Arts degree in Curriculum and Instruction with an emphasis in Leadership from National University. Mrs. Harvey earned her National Board for Professional Teachers Certification in 2001. She is the RB Environmental Group Award Recipient for 2005 and the Classroom of the Future Foundation 2006 Inspiration Award Recipient for the Falcon Watch Project.

Sarah Woolley, Oak Valley Middle School, Critical Skills Teacher, Grades 6-8

Giving to others is a way of life for Sarah Woolley, who teaches autistic students at Oak Valley Middle School. Those touched by Sarah’s earnest commitment benefit by the nurturing environment she creates. Sarah’s passion for education, and commitment for doing what is best for children, fills the room. She says that her greatest accomplishment in education is building positive relationships between her students and the entire school community. Creating a naturalistic environment for her students and teaching them that the world around them is a safe place to be is providing her students a vital opportunity to learn. In addition, said Sarah, “The students in my classroom have taught everyone in Oak Valley’s school community far more than we could ever teach them. They have taught us acceptance and tolerance of differences and provided opportunities for students and staff to learn and understand how to better communicate with people with autism, and in turn to better communicate with each other.”
Oak Valley Principal Sonya Wrisley enthusiastically agrees, “Sarah is phenomenal! Not only is she completely devoted to her autistic students, she is also very committed to helping all students in our school. Her enthusiasm and positive attitude toward our special needs students has spread to the teachers and students of Oak Valley. Our students have become kinder and more compassionate, especially when they interact with our special needs students.”

Sarah’s students surprise her by their reaction to their interactions with others. One student who is most sensitive to sound decided to take off his headphones to hear the applause of the crowd at an assembly. One of the parents was so happy that for the first time this Christmas her son sat on the couch and interacted with his family instead of staying in his room alone with the lights off.

Sarah’s students work on their academic goals with middle school students assigned to her class as teacher assistants. These students are educated about autism by Sarah and, most importantly, learn how to communicate with people with autism. They are trained on how to work with autistic students on their academic goals. Presently, 15 students work as teaching assistants. Principal Wrisley says what is really remarkable is the way Sarah has several at-risk students as teaching assistants and how she and her students are changing their attitudes toward school and learning. Sarah teaches the general education classes on the Oak Valley campus about successful strategies for communicating with the students when they see them on campus. Sarah said, “Before coming into the profession, I had only worked with one person with autism. I think in the long run my ‘lack of experience’ has been a benefit. I wasn’t concerned with what my students shouldn’t do, I just expected they could.”

Sarah’s warmth and caring is very much who she is 24/7. She has volunteered at Cedar Sinai Hospital spending time and caring for children with terminal cancer. For six years, she was a member of the National Charity League, completing over 1000 hours of volunteer service, while holding leadership positions of president, vice-president, and treasurer. She has also volunteered at a group home for people with disabilities, a rest home for the elderly, and at an elementary school where she initiated activities and community outings for students to provide respite for parents. Twice a week, Sarah teaches therapeutic riding for children with disabilities in Del Mar. Sarah’s commitment to helping others reached into her personal life last year when she became a single parent, adopting three children whose home environment had been filled with increasing challenges.

Sarah graduated with a Bachelor of Science degree in Diversified Liberal Arts and a Masters of Education in Moderate/Severe Special Education from University of San Diego, where she participated in research as a fellowship student for two years. Sarah is pursuing her doctorate in Educational Leadership. She taught at Mesa Verde Middle School for two years before coming to Oak Valley Middle School. At Oak Valley she is the co-advisor to the Associated Student Body (ASB).

Selection of the Teachers of the Year involved an application and panel interview process. Special thanks is extended to the following panel members:

POWAY UNIFIED SCHOOL DISTRICT CLASSIFIED EMPLOYEES OF THE YEAR 2007-2008

Each year the San Diego County Office of Education sponsors a Classified Employee of the Year recognition program honoring members of the classified service for their outstanding contributions to school districts.  Prior to county submission, the District conducts its own selection process.  This year PUSD sites and departments were asked to submit names to committee members, one representing district departments and the other representing school sites.  The committee members made the final selection by judging the nominees based on work performance, community achievements, and contributions to the betterment of the school district. 

Poway Unified School District’s Classified Employees of the Year for 2007-2008 are David MacNeil and Jamal Felton.  Only one name could be forwarded on to the County, and we are pleased that David MacNeil is Poway Unified’s selection to represent the District at the County level.

David MacNeil, Maintenance Worker, Maintenance & Operations Department

David MacNeil’s positive attitude and love of children is evident in everything he does.  He approaches his work with dedication.  David consistently shows a commitment to the students and staff by considering their safety and satisfaction as his highest priorities.  His calm, professional manner and cheerful attitude make him an exceptional role model for the Maintenance & Operations Department and PUSD.  David’s colleagues describe him as compassionate, attentive, a patient listener, courteous, and professional.  He communicates with staff and students respectfully, and goes beyond what he is asked to do to provide excellent service.  To those caught in an emergency (i.e., a teacher distressed because her file cabinet is locked with important papers inside, doors jammed closed limiting access and compromising safety), David can be depended upon to go above and beyond expectations to “get the job done.”

Recently David has taken on a new role in his department which is very demanding and necessitates strong customer service.  “In a short period of time, I have seen a dramatic increase in productivity,” said Mike Tarantino, PUSD Director of Maintenance & Operations.  “There have been numerous phone calls from our school sites praising the quality of service they are receiving from David.”  His efforts have reduced the backlog of work orders and increased customer satisfaction. 

David is a devoted single dad who has two children in PUSD.  He contributes much of his spare time to working with children in the community.  David volunteers as a camp counselor for Camp Reach for the Sky in Julian sponsored by the American Cancer Society and at Camp del Corazon in Catalina which is a camp specifically for children with heart disease.  An example of David’s commitment was evident when he spent years allowing his hair to grow.  He recently had his 12” ponytail cut in order to donate his hair to provide a wig for a child with cancer.  He never said a word to anyone until his hair was gone, and only then when asked what happened to his ponytail!  He didn’t brag or boast, but he quietly knew what joy he would bring to a sick child.  For 12 years he has partnered with Pat Murphy’s “Reach for the Stars” hot air balloon for children with special needs.  David has a huge heart filled with kindness, patience, and love for kids.  He takes pride in his work and he deeply cares about people.
