Developer Fees

With the adoption of Senate Bill 50 and Proposition 1A in 1998, school districts which meet certain requirements now have the option of adopting alternative school fees ("Alternative School Fees"), also known as Level 2 Fees and Level 3 Fees, in accordance with Government Code Sections 65995.5, 65995.6 and 65995.7. In general, Alternative School Fees, which are calculated for each school district, apply solely to residential construction within a school district. More specifically, the Level 2 Fee, which is intended to represent fifty percent (50%) of a school district’s school facility construction costs per new home served, applies when the State Allocation Board ("SAB") is apportioning State Funding to school districts in California. The Level 3 Fee, on the other hand, is intended to represent one hundred percent (100%) of a school district’s school facility construction costs per new home served, and applies when the SAB officially declares that it is no longer making such apportionments.

In order to impose Alternative School Fees on new residential construction within the District, the Poway Unified School District prepares and adopts a "School Facilities Needs Analysis" (SFNA) at least once annually as required by applicable law. The 2007-2008 SFNA, dated July 13, 2007, was prepared and adopted by the Governing Board for the District at their meeting on August 20, 2007.


FEES - shall be made payable to "Poway Unified School District (PUSD)" and may be in the form of check or cash only. Payments received for the incorrect amount or improper form payment will not be accepted. Note: Fees subject to change at any time, therefore, please contact our office to verify current rates prior to securing school fee payments. The District will also need a copy of the "School Fee Form" (City of Poway), "Required Agency Clearance Form" (County of San Diego) or "School Charge Approval Form" (City of San Diego) in order to prepare your Certificate of Compliance. Please fax a copy of the letter to (858) 668-2711 in advance or bring it with you to avoid delay in preparing your certificate.

Residential with Mitigation Agreement This rate is determined by the terms of the Mitigation Agreement. These Agreements are established in lieu of the Level 2 or Level 3 fees.

Per Mitigation Agreement

In accordance with Resolution 04-2002, passed at the July 30, 2001 School Board meeting, the Certificate of Compliance issued by the Poway Unified School District shall be valid for a period of thirty (30) calendar days from the date of issuance. If the project applicant is unable to obtain a building permit from the City or County due to circumstances beyond reasonable control, the project applicant may submit to the District, a written extension request containing documentation explaining the circumstances preventing the issuance of a building permit. No more than two (2), thirty (30) calendar day extensions will be considered. The District, at the District’s sole discretion, may grant any such extension.
